What if there was a way that local authorities could raise money specifically to spend on transport infrastructure?

It's called the Workplace Parking Levy. Nottingham City Council have used it to raise over £80m in the last 10 years. Other councils such as Oxford, Leicester and Edinburgh are all progressing this scheme.
