Councillor Sandra Holliday, Cheltenham's mayor, makes a personal statement:
"On behalf of the people of Cheltenham, I would like to express my great sadness at the news of the death of Her Majesty the Queen.
"Her duty and dedication to the nation and the Commonwealth have served as an inspiration to us all throughout her long reign. Our thoughts are with the Royal Family at this sad time.
"The Queen always referred to Prince Philip as her strength and stay - and she was our strength and stay - and a constant in all of our lives.
"She was a proud mother, grandmother and great-grandmother, a warm and compassionate lady, with a mischievous smile and twinkling eyes. I will always remember her film clips with Paddington Bear and James Bond, in which her sense of humour shone through.
"As a mark of respect, the flag at the council's Municipal Offices is currently flying at half-mast.
"I know that our residents will want to pay their own personal respects, and we have arranged for books of condolence to be available at the Municipal Offices, The Wilson Art Gallery and Museum, and at Pittville Pump Room. Floral tributes can be laid at in front of the Long Gardens on the Promenade."
